Roger Cheng received his BS degree from Drexel University, Philadelphia, PA, in 1987, and both the MA and PhD degrees from Princeton University in 1988 and 1991, respectively, all in Electrical Engineering. From 1991 to 1995, he was an Assistant Professor in the Electrical and Computer Engineering Department of the University of Colorado at Boulder. Since 1995, he joined HKUST where he is a Professor of Electronic and Computer Engineering and the Associate Provost (Teaching & Learning).

Roger Cheng had been the Associate Head of ECE Department in 2008-10, Associate Dean of School of Engineering in 2010-14. During that period, he led the effort in designing the new 4-year Engineering curriculum, implementing the new school-based admission scheme, and coordinating the first-year advising program for the first batch of Engineering students in the 4-year program during the 334 transitions in the Hong Kong education system. Since July 2014, he took the Associate Provost (Teaching & Learning) position to help advance teaching and learning activities at HKUST. Roger was also the founding Residence Master of the New UG Hall 9 in Jan 2013, leading the residential life programs there until June 2018. 

His research areas are in Wireless Communications and Networks and had over 160 papers with more than 10,000 citations and 27 patents filed or granted. He is a Fellow of both IEEE and HKIE. He had also served as Editor for the IEEE Transactions on Wireless Communications, the IEEE Transactions on Communications, Guest Editor of the special issue on Multimedia Network Radios in the IEEE Journal on Selected Areas in Communications, Associate Editor of the IEEE Transaction on Signal Processing, and the membership chair for the IEEE Information Theory Society. 

Over the years, Roger had consulted or held visiting positions at Qualcomm and Maxlinear in the United States, ASTRI and Motorola in Hong Kong, and Huawei and ZTE in China. Roger was also one of the founders of a technology start-up which was listed on the HK Stock Exchange in 2011.

Professor Cheng is the recipient of the Meitec Junior Fellowship Award from the Meitec Corporation in Japan, the George Van Ness Lothrop Fellowship from the School of Engineering and Applied Science in Princeton University, and the Research Initiation Award from the National Science Foundation.
